UTF support

A problem with opeing DICOM after moving to a new computer.
After moving to a new computer, some DICOM files failed to open using microDICOM with error message:
"Not found DICOM images in ****path***"
This problem appears to be happening from the path of the DICOM file containing characters in unicode.
This problem could be solved if I changed the system locale of the computer to the locale of those characters; However, this is not an option to me.
It would be very nice if you can support unicode the program witch will affect all your global users.

I'm using Windows 8.1 x64. However, I could generate the problem with any system when the path of the DICOM files contains unicode chars and the system locale is not set to a matching locale.

You can download new version of MicroDicom DICOM viewer 0.9.1
This issue is fixed.
